feat(agent): add emergency logistics v2 and trust shield - #114

Summary

Adds TERA v2 as an offline-first emergency logistics/disaster coordination layer, plus TERA Trust Shield for disaster fraud, phishing, scam, and misinformation protection.

• ReliefWeb v2 now requires a pre-approved appname, so live checks skip unless RELIEFWEB_APPNAME is configured.
